Donald Trump threatened Kim Jong-un with military action on Thursday as he returned to bellicose rhetoric after cancelling their June 12 summit in Singapore.  The US president said the American military was "ready if necessary" to react with its allies should North Korea take any "foolish or reckless acts".  Mr Trump had formally pulled the plug on his historic meeting with Kim earlier in the day through a letter released by the White House.  The US president wrote to Kim: "We were informed that the meeting was requested by North Korea, but that to us is totally irrelevant. I was very much looking to being there with you. "Sadly, based on the tremendous anger and open hostility displayed in your most recent statement, I feel it is inappropriate, at this time, to have this long-planned meeting." The police chief in the Midwestern US city of Milwaukee apologised on Wednesday for the tasing and arrest of a black professional basketball player over a parking violation, as his department released video of the incident. Chief Alfonso Morales said disciplinary action had been taken against the officers involved in the January arrest of Sterling Brown, who plays for the NBA's Milwaukee Bucks. It is the latest case to highlight the fraught relationship between black communities and law enforcement across the US. In Milwaukee, there have been several recent protests over controversial police interactions with black people – including the deadly shooting of a 23-year-old in 2016. The newly-released body cam footage of Brown's arrest shows him initially detained by one officer for parking in a handicapped zone at around 2:00 am on January 26. In a statement, he vowed to take legal action against Milwaukee police. "What should have been a simple parking ticket turned into an attempt at police intimidation, followed by the unlawful use of physical force," Brown said. He cited a number of recent high-profile cases of black men and boys killed during interactions with police, including Laquan McDonald in Chicago and Eric Garner in New York. "Black men shouldn't have to have their guard up and instantly be on the defensive when seeing a police officer, but it's our reality and a real problem," Brown said. The Bucks also released a statement, calling the incident "shameful and inexcusable." "We are grateful for the service of many good police officers that courageously protect us, our fans and our city, but racial biases and abuses of power must not be ignored," the team said. In August 2016, Milwaukee saw two days of arson and civil unrest after police shot and killed Sylville Smith, a black suspect, after a brief foot chase. US denies involvement in Syria missile strike which kills 12

  
A dozen pro-regime fighters were killed in an air strike on Syrian army positions a monitor said Thursday, claiming the attack was carried out by the US-led coalition, but the Pentagon denied the report. State media reported the overnight air raid in an area where both the regime and coalition have been battling holdout jihadists, but said it only caused material damage. The Britain-based Syrian Observatory for Human Rights, which relies on a broad network of sources across Syria, said the strike had hit army positions south of Albu Kamal, a town on the border with Iraq. "At least three vehicles were destroyed by the strike," said Observatory chief Rami Abdel Rahman. He said the 12 pro-regime fighters killed were not Syrians, but he could not provide more details on their identity. An international investigation has said the Russian military brought the missile that downed Malaysia Airlines Flight 17 into eastern Ukraine, leading to the tragedy that killed 298 people.  The Dutch-led Joint Investigation Team said last year the Buk 9M38 surface-to-air missile in question arrived from Russia and was fired from territory held by Russia-backed separatists.  But Thursday's press conference in the Netherlands for the first time implicated the Russian military, of which president Vladimir Putin is the commander in chief, in the catastrophe that shocked the world in July 2014.  Although the JIT did not say who pulled the trigger, the conclusion that the 53rd anti-aircraft brigade from Kursk, a unit of a "few hundred people," was operating the missile marks a step closer to naming the perpetrators.  Investigators said they were working toward a court case in the Netherlands against those who fired the Buk Telar missile system as well as higher-ups in their chain of command. Russian officials began pushing back against the Dutch allegation almost immediately. Moscow has since the days after the plane went down put out a raft of unlikely theories to shift the blame to Ukraine and vetoed a proposed United Nations tribunal. Those killed when the missile hit MH17 at 33,000 feet, raining bodies and debris onto the farm fields below, were mostly Dutch but also of 17 other nationalities including British, Australian, Malaysian and Indonesian. Mr Paulissen said a "fingerprint for the missile" had been established through seven markings and features on the sides of the launcher visible in social media images. Photographs, videos and witness testimony traced the progress of this launcher in a convoy from Kursk to the Ukrainian border in June 2014, and it was photographed again near the launch site on the day of the catastrophe.  Investigators also detonated a Buk missile to compare the debris to that found in the fields and bodies of MH17 victims, according to Australian federal police commander Jennifer Hurst. Iran's supreme leader has threatened to pull his country out of the nuclear deal and resume enriching uranium if European countries do not promise to buy Iranian oil and to oppose all new US sanctions against Tehran. Three days after US secretary of state Mike Pompeo delivered America's extensive list of demands of Iran for a new nuclear agreement, Ayatollah Khamenei laid out his own demands of European countries for Iran to stay in the 2015 deal. "If the Europeans hesitate in responding to our demands, Iran is entitled to resuming its nuclear activities," he said in a statement. The sweeping demands are likely to be rejected by Britain, France and Germany - diminishing the already narrow hopes of saving of the 2015 nuclear agreement. The ayatollah made five demands of the European countries. He called on them to "guarantee the total sales of Iran's oil", meaning that Europe must promise to make up for any oil sales from third countries which are cancelled because of US sanctions. Such a guarantee would potentially cost Europe billions of dollars. Mike Pompeo Iran demands The ayatollah said European banks "must guarantee business transactions with the Islamic Republic", even in the face of US sanctions. European banks that continue to deal with Iran in the face of US restrictions could be blacklisted and frozen out of the American financial system. He called on the Europeans to issue a UN security council resolution condemning Donald Trump's decision to leave the Iran deal and said Europea "must confront imposition of any sanctions on the Islamic Republic and stand firmly against US sanctions on Iran". Finally, he said the Europeans "must guarantee it will not raise the issue of the Islamic Republic's missiles and regional affairs". The ayatollah may have staked out a deliberately maximalist position to give more room for the Iranian foreign minister, Javad Zarif, to appear conciliatory in his own meetings with the Europeans to try to save the nuclear agreement. Mr Zarif and other reformist figures with the Iranian regime are eager to preserve the deal, while more hardline politicians and elements with the Revolutionary Guard want to see it scrapped. "We have raised with the US the need to make allowance for continued economic ties between Europe and Iran to ensure we can meet our obligations under the deal," a spokeswoman said.  The two positions staked out this week - one by Mr Pompeo and the other by Ayatollah Khamenei - leave a narrow and treacherous path for European diplomats as they try to salvage the 2015 agreement. Mr Pompeo said the US would inflict the "strongest sanctions in history" on Iran unless it agreed to 12 American demands, including withdrawing from Syria and halting its funding of militant groups like Hizbollah and Hamas. Iran's government flatly rejected Mr Pompeo's list of demands. "Who are you to decide for Iran and the world?" said Hassan Rouhani, the Iranian president. European countries also expressed scepticism about Mr Pompeo's plan to merge a nuclear agreement with broader issues about Iran's missile systems and its behaviour in the Middle East. Boris Johnson, the foreign secretary, said "a new jumbo Iran negotiation" would be very difficult to achieve and said the world should stick with the 2015 agreement instead.......
